James L Quinn

James L “Jim” Quinn of Tallahassee passed away unexpectedly on June 8, 2013 in Seneca, SC. He was born in Ft. Ord, California and lived in many places around the world while his father served in the U.S. Army. Jim attended the University of Mississippi where he earned two degrees: Bachelor’s in Education and Master’s in Urban and Regional Planning. He was a member of Delta Gamma Chapter of Phi Kappa Tau Fraternity and several honorary organizations. Jim’s first planning job was in the City of Titusville as city planner for two years. He then spent 38+ years with the State of Florida in Tallahassee as environmental planner and administrator in Community Affairs and Environmental Protection. Bob Dylan said it best when he sang, “You’ll not see nothing like the mighty Quinn.” Many times the mighty Quinn battled for those who had no voice, and won. We all benefit from his victories through his dedication to doing the right thing, the just thing. His work in Florida planning and commitment to preservation of wild Florida touches the lives of even those who never met him. Never pretentious, he had a sense of justice and an understanding of the real world, qualities that are rare today. Thankfully, his wisdom was shared with all who knew him. Son, husband, father, mentor and friend are all words that can be used to describe Jim Quinn. But they cannot do justice in describing his role in so many people's lives. While the pain of his loss is felt strongest by his loving wife and daughter, his passing leaves an enormous void to many. Jim is survived by his wife of nearly 42 years, Marty Bearden Quinn of Tallahassee; his daughter Alison Quinn of Atlanta, GA; his mother Renee Lillian Quinn and sister Patricia Blackwell, both of Brookhaven, MS; two brothers-in-law, Tom (Ruth Ann) Bearden of Lone Tree, CO and Rick (Mary Beth) Bearden of Alexandria, VA; one nephew and four nieces. He is also survived by his fraternity “little brother” Britt Brewer (Cindi) and family. He was predeceased by his father, James Lenard Quinn and his sister Karen Quinn Ollinger. Following Jim’s wishes, there will be no funeral. A Memorial Service/Irish Wake will take place at a later date when friends can gather to celebrate his life and tell stories (true and exaggerated) about his work, fishing, and other interests. In lieu of flowers, please make a donation in Jim’s name to 1000 Friends of Florida or the charity of your choice. Each time we see a butterfly or dragonfly enjoying the earth’s bounty we will be reminded of Jim's spirit.
